Currently, MT's compulsory attendance law requires all children ages 7-16 to                                                                                                                                                                                                                                                                                  
be provided an 'organized course of instruction', unless exempted by the                                                                                                                                                                                                                                                                                      
attendance in a home or private education program.                                                                                                                                                                                                                                                                                                            
This bill, if passed, would modify a MT law, (that has NOT be tweaked for 30 years) that                                                                                                                                                                                                                                                                      
has worked for both public and private education. This bill raise the higher age from 16,                                                                                                                                                                                                                                                                     
to 18 (or proof of passing a state approved exam).                                                                                                                                                                                                                                                                                                            
This is a bill that will undermine families and parental schooling decisions.

Bill Draft: LC1064 - Local option sales tax (Stage: 1)

In the 1997 legislature, 7-6-1508 MCA (Establishment of a resort                                                                                                                                                                                                                                                                                              
area -- taxing authority -- approval by electorate) was enacted. This allowed                                                                                                                                                                                                                                                                                 
local resort areas to create a local option tax for their local                                                                                                                                                                                                                                                                                               
In the 2003 session there will be much debate over a bill to                                                                                                                                                                                                                                                                                                  
expand the local option tax to a broader area. The Montana                                                                                                                                                                                                                                                                                                    
Association of Counties (MACO) is planning a heavy campaign                                                                                                                                                                                                                                                                                                   
to allow Montana counties to be able to establish a countywide                                                                                                                                                                                                                                                                                                
sales tax.                                                                                                                                                                                                                                                                                                                                                    
Even though the local option tax would be approved by county                                                                                                                                                                                                                                                                                                  
voters, many believe that this is nothing more than a 'back door'                                                                                                                                                                                                                                                                                             
attempt at adding a new tax burden to Montana citizens.                                                                                                                                                                                                                                                                                                       
In the 2001 session, MACO pushed hard for the 'Big Bill'; HB124. This                                                                                                                                                                                                                                                                                         
bill has created a very bad situation for the larger counties in                                                                                                                                                                                                                                                                                              
Montana. And here they are again, pushing for a bill to expand                                                                                                                                                                                                                                                                                                
government, and increase taxes.                                                                                                                                                                                                                                                                                                                               
Citizens in Montana do not want a new tax. Add this tax to those                                                                                                                                                                                                                                                                                              
already in existence, and it just creates more hardship on                                                                                                                                                                                                                                                                                                    
Montanans on fixed incomes. Even some conservative anti-new-tax                                                                                                                                                                                                                                                                                               
members of legislature, that are semi-supportive of this new                                                                                                                                                                                                                                                                                                  
tax scheme that could only be enacted with voter approval, agree -                                                                                                                                                                                                                                                                                            
THE END RESULT WILL INCREASE THE OVERALL TAX BURDEN                                                                                                                                                                                                                                                                                                           
IN COUNTIES WHERE IT IS ENACTED.

Calling for a Con-Con is a serious decision and can be adverse to our existing                                                                                                                                                                                                                                                                                
document. Too often it is supported by the promise it will only be called to address                                                                                                                                                                                                                                                                          
a single issue, BUT there is too much at stake. Especially at a time when many are                                                                                                                                                                                                                                                                            
ignoring it either in the courts or Congress. Opening this great document for editing                                                                                                                                                                                                                                                                         
could spell a disaster for our nation.                                                                                                                                                                                                                                                                                                                        

Bill #: SB65 - Revise civil liability laws (Stage: 3)

Need broad tort reform and maybe not something so specific to COVID 19. happens next year when it is COVID 20 (a special session?)?                                                                                                                                                                                                                                                                                                   
What about other viruses? Protection only applies if you enact reasonable safety                                                                                                                                                                                                                                                                              
practices as defined by government mandates. Would that require all employees                                                                                                                                                                                                                                                                                 
must be vaccinated?                                                                                                                                                                                                                                                                                                                                           

Bill #: HB109 - Seatbelt violation as a primary offense (Likely DEAD)

In the last number of sessions this bill has been introduced;                                                                                                                                                                                                                                                                                                 
And here it is again.                                                                                                                                                                                                                                                                                                                                         
If passed this bill will require all drivers of vehicles to wear seatbelts,                                                                                                                                                                                                                                                                                   
or else they will be given a citation. In some states these tickets can exceed $200. This                                                                                                                                                                                                                                                                     
is called the primary seatbelt law. Only 28 states have such a law. The big push by the                                                                                                                                                                                                                                                                       
federal government (Transportation Department) began with an order from President                                                                                                                                                                                                                                                                             
Clinton to request all states to pass primary seatbelt legislation.                                                                                                                                                                                                                                                                                           
Everytime this bill has been introduced in MT, it has been at the request of the Attorney General.                                                                                                                                                                                                                                                            
In the last session, 28 associations testified in favor of it. While a handful of private citizens                                                                                                                                                                                                                                                            
opposed it. It ultimately failed in committee.                                                                                                                                                                                                                                                                                                                
There is no doubt that seatbelts can save lives in some accidents. But the issue here is personal responsibility. It has never been the role of government to issue citations to                                                                                                                                                                              
citizens for doing things that government does not agree with.                                                                                                                                                                                                                                                                                                
To sum up this issue:                                                                                                                                                                                                                                                                                                                                         
"We oppose laws that would change Montana's seatbelt law from a secondary offense                                                                                                                                                                                                                                                                             
to a primary offense. Montana drivers should be punished for driving in a reckless manner, and not because the driver was driving in a safe manner, without wearing a seatbelt"
